Authorities say Larry Council's 1993 Buick ran a stop sign and slammed into a Ford Explorer.
He has non-life threatening injuries, but his passenger, Frances Ann Shaw died at the scene.
Two people in the Ford Explorer were not injured.
Police say the crash is under investigation.
