The state believes it has paid out more than $52 million over the past five years and has only been able to recover about half the amount.

Unemployment rise causing fraud increase
RALEIGH According to published reports, investigators with the Employment Security Commission of North Carolina found more than $13 million in fraudulent overpayments last year.
