Woman charged with hitting, killing pedestrian

RALEIGH According to investigators, 21-year-old Whitney Monique Mangum and 24-year-old Phylicia Olivia Price had been involved in an argument at a nightclub in the early morning hours of Sept. 26, 2009.

On Monday, Price was arrested for second degree murder.

Raleigh police say Mangum was leaning into the passenger side of Price's vehicle when it moved forward, dragging Mangum a few feet before she fell and was run over on Hodges Street near Wake Forest Road. Price then fled the scene.

Mangum was taken to Duke Raleigh Hospital by another vehicle that was near the scene. She died from her injuries at the hospital.

Investigators found Price and her SUV Sunday morning at her north Raleigh townhome. Officers collected blood and bloody finger prints from the SUV. Price was charged with felony hit-and-run.

On Monday, police said based on the investigation's findings and consultation with the DA's office, the charges were revised.
