One child belongs to a passenger in the car, 22-year-old Kendra Covington. She was also charged with child abuse.
A friend of Simmons tells ABC11 Eyewitness News she's surprised by the arrest, because Simmons loves her 2-month-old daughter.
"She, that I know of, she's a good mom and if she does need to go somewhere where she needs to leave the baby, she'll come over here and me and my mom will watch her," Shaneka Dockery said.
Simmons was pulled over around 1:30 a.m. Thursday on North Raleigh Boulevard and Milburnie Road. Police say she was disheveled and unable to stand-up.
Further details about the incident have not been released.
