Officers in Smithfield said they stopped 44-year-old Luis Perez Martinez after he was nearly hit by a vehicle Saturday evening.
A breathalyzer test showed a blood-alcohol content of .27 - more than three times North Carolina's legal limit.
Bail was set at $2,500.
