Lloyd was found shot at his apartment on Facility Drive off Ramsey Street last Wednesday afternoon. He later died at the hospital.
Authorities say Jackson has a distinguishing tattoo located between his eyes and is known to frequent the areas of Murchison Road and Colony Place Apartments.
They say he should be considered armed and dangerous.
