Ballard is also accused of placing ads under the man's name seeking other men for sex.
The former state worker has been charged with one misdemeanor count of stalking. Authorities say it is unclear why she impersonated the man.
Ballard was released from jail Tuesday on a $1,000 bond and ordered not to have any contact with the man.
