The victim was identified as Carrie Marie Welch of Rhew Street in Fayetteville. Her remains were found on Neptune Drive off Bragg Boulevard July 2, 2010.
Now, Victor J. Crisco is in the Cumberland County Detention Center with no bond.
Police did not give a motive and did not say what led them to Crisco.
