Raleigh police say Mark Anthony Russell, 39, of Raleigh was hit while walking two large pit bulls in the traffic lane.
The dogs also died.
The driver of the car, Nathan Andrew Vines, 23, of Raleigh, did have alcohol in his system according to a wreck report, but was under the legal limit.
Investigators will have to consult with the District Attorney before deciding whether charges will be filed in the incident.
