According to reports from the victims, police said the man pulls up beside the person, exposes himself, and then drives off.
The first incident happened on February 29, the latest one was on March 15.
All three victims described the suspect's car as a silver-colored Volkswagen Golf type vehicle.
The man was apparently in his thirties with brown hair and a thin beard.
