Leak was found dead after a fire on Lullwater Court in June 2000. Her body was found in a burning garage, which belonged to her estranged husband, Johnny Leak.
Friday, investigators arrested 64-year-old Clayton Leak Jr. at his home on Pickwick Trail and charged him with murder.
He is the brother of Vivian Leak's estranged husband.
The investigation into the case is still ongoing.
