It happened just before 7 p.m. on Fannie Brown Road in Fuquay-Varina, causing the road to be shut down for hours.
Officials said 25-year-old Jonathan Sanders was being chased by a loose dog when he darted into the road and was struck by an SUV.
"The individual ran right in front on the vehicle, and there was nothing the driver could do to avoid the collision," said NC Highway Patrol Trooper Brian Jones.
The driver of the SUV gave a statement to troopers and was allowed to leave the scene. Troopers said speed was not a factor.
Animal Control seized the dog that was chasing Sanders.
