Twenty-two-year-old Antonio Jarome Rasco was shot in the shoulder and taken to Rex Healthcare with non-life threatening injuries.

Jamie Montoya was returning to his apartment after church when he was greeted by a parking lot filled with police cars.

"When I pulled in, I saw all the police, and I wasn't able to get in," he said. "Then one of my friends came running out to say her brother was shot. She didn't know what was going on; she had been sleeping. It just seems like a lot of confusion, and they won't let us know."

Police blocked off the apartment community's entrance, leaving many residents outside the community's perimeter while authorities investigated the shooting.

Montoya said the victim's family was at the scene.

Twenty-three-year-old Michael Anthony Connor was charged with attempted murder and was taken into police custody.

Police said the shooting was domestic-related.
