Ray Rouse IV, now 34, spoke with ABC11's Anthony Wilson during the 2012 Raleigh St. Patrick's Day parade.
He and a friend were giving out beads and the friend said they hoped people wouldn't drink and drive.
"Especially on St. Patrick's Day, which is a beer drinking time," Rouse offered.
Police say they intend to charge Rouse with DWI and other charges as soon as he's released from the hospital. He was hurt around 1:15 p.m. Sunday when investigators say he was driving the wrong way down Wade Avenue and his car collided head-on with another vehicle.
The occupants of the second car - 83-year-old Ormond Bailey and 79-year-old Gaynell Bailey - were both killed.
According to court records, Rouse was convicted of DWI in September 2001 and sentenced to probation. He was again charged with DWI in 2006, but the case was dismissed.
