Police say the incident was discovered around 12:50 a.m. by the girl's mother and grandmother at a home in the 600 block of East Walnut Street.
The juvenile admitted to having sex with one of the men. Both men were arrested and taken to the Goldsboro Police Department for questioning.
Daryl Lynwood Locklear, 31, and Joseph Carl Thomas, 32, were both arrested.
Police say Locklear, who is a registered sex offender, was charged with one count of statutory rape. He was sent to the Wayne County Jail on a $500,000 bond.
Thomas was charged with indecent liberties with a child and was sent to the Wayne County Jail on a $45,000 bond.
Thomas' mother told ABC11 her son was passed out and intoxicated. She says he did not do anything to the teen.
