Hall was chosen from a field of 80 candidates.
Hall is a Fayetteville native, who has also worked in Durham, Chapel Hill and Wilmington.
In Charlotte, he oversees the Charlotte –Mecklenburg Planning Department, the Charlotte Area Transit system, the City's Department of Transportation, and the Engineering and Property Management Department.
Hall graduated from UNC Chapel Hill with a Masters in Public Administration.
His first day on the job will be November 18. He will receive an annual base salary of $215,000.
