Officers said Allmond was found dead with a large crowd of people at the apartment complex on Coats Street.
Police said 31-year-old Carlouse Latour Allbrooks turned himself in around 2 a.m. Monday morning to the Hamlet Police Department in Hamlet, North Carolina. He's charged with first-degree murder.
He was being held without bond in the Moore County Jail.
Police said they are still trying to gather more information about the shooting. They ask people call the Investigation Division of the Southern Pines Police Department at (910) 693-1481 or the Crime Tip Line at (910) 693-4110.
