RICHMOND COUNTY (WTVD) -- The highway patrol is completing its investigation on the deadly bus crash in Richmond County earlier this month.

Authorities are filing civil penalty violations against the bus carrier, Sandy River Baptist Church from South Carolina. No criminal charges will be filed.

The bus was on its way to Fayetteville for a football game when the front left tire blew out.

The tire caused the bus to travel out of control into the median, where it hit a guardrail before crashing into a concrete bridge support.

Investigators are now saying definitively that's what caused the crash.

The driver and three passengers were killed, including an 8-year-old boy. Forty-two other people were injured.

The bus was carrying members of the Ramah Juco Academy football team. They were headed from Rock Hill, S.C. to play the University of God's Chosen in Fayetteville.
