They said dog appeared to be dead a couple of weeks when it was found.

In addition to the dead pit bull, investigators said another emaciated dog was found in the 700 block of Lunar Drive.

Harris made his first court appearance Monday and told the judge he was unable to tend to the animals because he had been in jail on unrelated charges.

Harris has a lengthy criminal record and was arrested days earlier on drug charges and possession of a firearm by a felon.

Bond was set at $15,000.

He is due back in court March 13.
