The Department of Health and Human Services is giving the agency until March 11 to transfer its clients. It's recommending that Dominion's license to receive Medicaid payments be revoked.
Dominion has been cited by the state for a number of violations, including improper record keeping.
Last month Gray filed a lawsuit against Wake, Durham and Mecklenburg counties, alleging a deliberate attempt to drive Dominion out of business.
