Officers say 52-year-old Gregory Starick was gesturing at another vehicle driven by 18-year-old Timothy Fox.
Police believe that caused him to swerve, which then caused Fox to swerve. Fox's SUV flipped.
Two passengers were thrown from the vehicle. An 18-year-old woman from Brunswick County died.
Fox and two other 17-year-old passengers also went to the hospital.
Police charged Starick with involuntary manslaughter.
