The Board of Governors hopes to maintain the quality of the system rather than improve over the next two years.
Friday the Board approved sending a 2-year $3 billion budget to the N.C. Legislature for approval.
It's asking for $160 million more than last year, nearly a 6 percent increase.
Although that amount seems like a lot, the system usually asks for a 12 percent increase.
President /*Erskine Bowles*/ says he doesn't expect the General Assembly to fully fund the request.
