Hoke County Sheriff Hubert Peterkin said Davis talked to another inmate in jail about his plan and also communicated with people outside jail about it.
Davis is stationed at Fort Bragg. He's being held on $500,000 bond.
Peterkin says Davis has served time in the past for incidents involving his estranged wife and previously had been charged with burglary, assault by strangulation and second-degree kidnapping.
