Attorney General Roy Cooper and Governor's Crime Commission Chair Linda Hayes will announce the new program Tuesday.
Much of the registry information is already online. People can search for convicted sex offenders in their neighborhood, view maps and sign up for e-mail alerts.
The new phone system will be available through a system that allows victims of crime tools to access information and notifications about changes in an offender's custody status.
