Raleigh officials say no new city employees will be added this year in order to reduce costs during the recession. The freeze does not affect critical areas such as police, fire and sanitation.

City Manager Russell Allen says he hopes the cost cutting measures will help the City avoid laying off worker.

Allen also said Raleigh is still in a much better economic position than other part of the country.
