According to the investigation report, it began when a deputy was helping a stranded motorist at Water Hills Lane and Union Church Road.

The deputy said he stopped traffic to allow a wrecker to tow the car. That's when the driver of a silver Ford Crown Victoria rolled down his window to show the officer his license.

The deputy said he smelled the strong odor of marijuana and told the driver - 28-year-old Eulando Utley - to pull over to the side of the road. Utley appeared to follow directions, and then took off at a high rate of speed towards the town of Vass.

The officer says he followed, but then lost sight of the car. He later discovered that Utley had lost control and slammed into the side of a house on Union Church Road.

The car burst into flames, and the officer said in the report that he could not find a way to get Utley out. He died at the scene. The occupants of the house got out safely.

Firefighters were able to get the flames out before the fire burned down the house, but there is significant damage from the impact and the smoke. The house was knocked a foot off its foundation by the force of the crash.

The investigation continues.
