They say someone driving a black SUV with tinted windows and blue lights has tried to move or stop other drivers.
The incident happened Thursday on Raeford Road and the All American Freeway.
Police say drivers should use caution when dealing with unmarked cars and put on your flashed and try to find to find a well lit, public place before pulling over.
Also, call 911 to ask if an officer is trying to stop you. You also can ask for a marked vehicle to appear at the scene.
