They allege that Jerami Caleb Spencer, 18, kicked women's high heel shoes out from under them, and then apologized and handed the shoes back.
The four incidents happened between February 22 and March 19 in and near parking garages on Wilmington Street.
Spencer was charged with four misdemeanor counts of assault. He was released from the Wake County jail on $7,000 bond.
