The policy will put an emphasis on community based schools. But critics argue the plan threatens school diversity.
Also on Tuesday, board members will vote on a policy preventing insults aimed at board members, staff and others during public comment.
Several civil rights groups say they'll sue if that policy is approved.
The vote will take place at the board's headquarters.
Board Chairman Ron Margiotta has denied a change of venue request for Tuesday's big day.
Margiotta was asked to move the meeting into a larger venue, but he says that isn't possible for Tuesday meeting, although he would consider the request for future meetings.
Meetings this year have been so jam packed that the school board was forced to hand out tickets.
