Investigators say Reyes knowingly left her daughter, Teghan Alyssa Skiba, in a dangerous situation with her boyfriend, 21-year-old Jonathan Douglas Richardson.
Richardson was charged in July with first-degree murder in the death of the 4-year-old.
Richardson is accused of beating, biting, and sexually assaulting the girl while Reyes was out of state for military training.
Prosecutors also announced Tuesday they will seek the death penalty against him.
