Police: Man flashed woman on CAT bus

An alleged serial flasher faces new charges after an incident on a Raleigh CAT bus.

Police say 45-year-old Donnie Montague showed his private parts to a woman on a bus last year. He was arrested Monday.

He's charged with two counts of indecent exposure.

In court Tuesday, Montague denied the accusation.

"It wasn't the way that they said," he explained.

But the two allegations of flashing on the bus were no surprise to a prosecutor.

"He's got four prior convictions of indecent exposure," offered Assistant D.A. Jason Waller.

Police say Montague had been arrested before for twice flashing in the parking lot of a north Raleigh Target, once at Triangle Towne Center, and again at a city park.

Women who ride the bus to and from work told ABC11 they hope this time Montague goes to jail.

"He's going to go a step further. It's going to be more than that if he gets back out, because if he don't mind doing it on the bus, what do you think he'll do out here?" asked bus rider Jackie Scarborough.

"It all starts off small, so they should definitely, the court should definitely stop it while they can," said Gabriel Valdary.

The judge Tuesday took the first step. Although the charges are misdemeanors that carry a small bond, he doubled Montague's.

"I'll modify it - increase it to five thousand just because of the priors," explained Wake District Court Judge Vince Rozier.

"But even if he finally gets some jail time, it's not likely to be much since there is not a habitual flasher law. So, Montague could be back on a city bus and in public again soon.
