The city manager presented his budget Monday night, and it included a one-cent tax increase for every $100 of assessed value.
This year's $372 million budget is $10 million more than last year.
The city manager also proposed an increase to water and sewer and storm water rates.
The city council is due to vote on the budget June 18.
