The company owns Raleigh-based "ShareFile," a company that currently has 130 employees on its payroll.
If Citrix meets all of its promises, it will receive more than $9 million through incentives.
The company plans to expand downtown although the exact location hasn't been determined.
A decision will be made in the next couple of months.
