Warrants have been issued for the arrest of 22-year-old Terrance Holmes of Fayetteville.
Holmes is described as 5' 9" and weighing about 160 pounds. He also has a tattoo on his neck that reads "Taniaya".
The shooting happened on South Cool Spring Street on October 27, just before 6 A.M. Briggs died as a result of his injuries on November 4.
Police are asking anyone with information to call 911.
