Stewart was found dead Monday morning in his home in Four Oaks.
Stewart has been a commissioner in Johnston County since 1998. The Vietnam War veteran served as commission chairman from 2008 to 2010.
The current chairman wrote that Stewart had a significant impact on Johnston County and a genuine love for the citizens.
Funeral services are scheduled for Thursday.
