A person walking discovered the Thompson's skull and other bones in November along railroad tracks in the area of Winslow Street and Southern Avenue.
Thompson was reported missing on Sept. 26.
According to detectives, Lowe was caught driving Thompson's car, and led police on a chase before crashing.
Lowe was charged at the Cumberland County Detention Center, where he was behing held on unrelated charges.
