Raleigh makes $38 million offer for Dorothea Dix property

The City of Raleigh offering $38 million to the state for the Dorothea Dix property Wednesday.

The city wants to buy the 307-acre site to turn it into a regional park.

The city is offering to lease back 40 acres while the Department of Health and Human Services looks for a new location for its offices.

The state would also be on the hook for environmental clean-up costs.

The state has not yet responded to the offer.
