RALEIGH (WTVD) -- A man facing federal charges for allegedly threatening Raleigh Police Chief Cassandra Deck-Brown was ordered to undergo a mental evaluation Monday.

Jesse Lee Kuhl appeared in Raleigh at a hearing before Magistrate Judge Robert Numbers.

He was arrested by deputies in California last month.

The FBI said Kuhl has sent more than a dozen emails to the police chief filled with racial slurs and death threats.

Kuhl claimed he was mistreated by employees while working at North Carolina Waste Management.

In one email, he used a slur and wrote "I demand you resign or you deserve to die."

The psychological evaluation will determine his competency to stand trial.
