Investigators told ABC11 they received reports of a shooting just before 2 p.m. at a residential area on Kentucky Drive, just off Benson Road.
When they arrived, officers found a body in the area. The body has not yet been identified.
Garner Police Department Public Information Officer told ABC11 the case was being investigated as a homicide. On Facebook, the department said there was no reason to believe there was an ongoing threat to the community.
Investigators were zeroing in on apartment No. 410, where the glass panel had been shattered. Police said they believed the shooting happened inside that unit and then the victim made his way outside before collapsing.
Several residents interviewed by police said they heard shots but no one said they witnessed the shooting or saw the shooter.
