According to police, 39-year-old Jason Lee Robinson stole the sweeper and circled the White Oak parking lot while the driver emptied trash cans.
Robinson was caught after the street sweeper ran over a median and came to a stop.
Robinson was charged with a DWI, larceny of motor vehicle, and hit and run.
