Terry Devont Harris was booked on three misdemeanor counts of secret peeping and one count of stalking.
Raleigh Police Department said he was connected to multiple reports of a man looking into windows at homes in the 4600 block of Brockton Drive from Feb. 11 through April 2.
Harris was taken to the Wake County Detention Center.
