On Nov. 30, 2025, the Aberdeen Police Department placed Brooks on administrative leave while the SBI conducted an independent investigation into allegations that she sexually assaulted a minor in 2004, before she was employed by the department.
The investigation began Dec. 2, 2025, after Aberdeen police chief Brian Chavis requested that the SBI investigate a sexual assault allegation reported to the department. After completing its investigation, the SBI presented its findings to the Hoke County District Attorney's Office for review.
Brooks was taken into custody by SBI agents and transported to the Hoke County Detention Center, where she appeared before a magistrate.
Brooks is charged with:
- Five counts of felony indecent liberties with a child.
- Four counts of felony statutory rape/sex offense of a child.
- One count of felony sex offense in a parental role.
Aberdeen Police Chief Brian Chavis released a statement following the indictment:
"I am heartbroken for the victim and commend the courage demonstrated throughout this investigation," Chavis said. "While Lt. Brooks was not employed by the Aberdeen Police Department at the time of the alleged incident, we remain committed to maintaining public trust, accountability and transparency.
"I also want to express my appreciation to the North Carolina State Bureau of Investigation and the Moore County District Attorney's Office for their professionalism and partnership throughout the investigation."
Brooks was denied bond and is expected to make her first court appearance soon.
The SBI said the investigation remains ongoing.
