On Jan. 6, 2004, 16-year-old Joshua Davis was struck and killed on the side of a Garner road. At one point, the conclusion was that Davis died as a result of a hit-and-run accident.
The Garner Police Department now says it's not limiting the investigation.
"We're investigating it as a homicide, whether a hit-and-run or a murder," said Det. Michael Hammerstein. "We're investigating all possibilities and not getting stuck on one theory."
ABC11 spoke with Hammerstein minutes after he finished interviewing a witness related to the case.
"It is certainly one that I and all of us want answers to," he said.
We're being told the department has been constantly reviewing the large case file throughout the years and recently found some things they want to dive back into.
Davis' family has made desperate pleas for answers.
Police recently posted a flyer online urging people to come forward with "any information, no matter how small or seemingly insignificant."
"People know things," said Hammerstein. "Garner was a very small town then. We're still a small town now . . . and I know this case affected a lot of people. We want to try to find every answer we can."
ABC11 did reach out to Davis' father to see if we might be able to speak about police efforts right now, but we haven't heard back from him.
