She died on Saturday after battling cancer. She was 82.
"Commissioner Holley gave tirelessly of herself to make Benson a better place for every resident. Her voice, her heart, and her commitment to our town will be deeply missed," Mayor Max Raynor said.
Holley was recently re-elected to the board of commissioners in November.
"Her devoted service has made the town even better," Raynor said. "She was known throughout the community for her devotion to her family and to the people of Benson."
Flags in the town are at half-staff in her honor. Holley will also be recognized at the next board meeting.
