Sara Nicole Graham, 18, was last seen in February 2015 when she left her home in Fairmont to go to work but never arrived -- and was never seen again.
Her stepmother, Connie Graham, of Fairmont, has been charged with first-degree murder and two counts of felony conspiracy.
Connie Graham's two sons, Bobby Matthew McLellan, of Lumberton, and Luke Locklear, of Lumberton, are both facing felony conspiracy charges.
McLellan is also charged with accessory after the fact.
"While some may have believed this case had gone cold, the reality is a case like this never leaves the minds of the investigators assigned to it. From the moment she disappeared in 2015, our Homicide Division and the FBI work diligently behind the scenes to get to where we are today with these charges," said Sheriff Burnis Wilkins. "When I took office in 2018, one of my first priorities was to get justice for Sara, and that doesn't end with the criminal charges today; we will not stop until we find her."
Sara Graham is the daughter of Hubert Graham, who was a Robeson County deputy at the time of her disappearance. He is now chief of police in the Robeson County town of Rowland.
Connie Graham was denied bond at Thursday's court hearing. Both men are being held on a $1 million bond.
The Federal Bureau of Investigation (FBI) is still offering a $5,000 reward for information leading to the location of Sara Graham's body.
"I am proud of the dedication, professionalism, and perseverance demonstrated by everyone involved in this investigation," Wilkins said. "Their commitment never wavered, and their efforts have brought accountability one step closer for those involved in a young woman's death. Sara did not deserve to have her life taken. While nothing can undo the loss felt by so many, we hope these arrests provide some measure of comfort. The pursuit of justice never stopped, Sara was never forgotten, and those responsible, no matter how hard they tried, did not outrun the pursuit of justice."
