It happened near Morganton and NC Highway 5 in Pinehurst.
Pinehurst Police said the two-mile-long train operated by Carolina Western Railroad was blocking multiple intersections, which had caused significant traffic disruptions.
It's not yet clear why the person was on the tracks.
Drivers are urged to avoid the area.
