Rosa Crabtree, 68, was found dead in her home in the Rougemont community.
"We must use every tool at our disposal to pursue justice for victims," Stein said. "I urge North Carolinians who have information about this case to contact local law enforcement and help us hold Rosa Lee Crabtree's murderer accountable."
Investigators believe it was a robbery as several items were missing from the home.
The Durham County Sheriff's Office has submitted physical evidence to the North Carolina State Crime Laboratory for further advanced testing.
Then-Gov. Mike Easley offered a $5,000 reward in 2005 for information in the murder, but the case remains unsolved.
