The Vance County Sheriff's Office said it received a report about a child being taken on Monday.
The investigation led investigators to Charlotte, where they worked with Charlotte-Mecklenburg Police to quickly track and find the car using the department's Flock cameras.
Officers in Charlotte found 44-year-old Candice Deyoung of Wake County and charged her with abduction of a child.
She was then taken to the Vance County Detention Center.
"The safety of our children remains one of our highest priorities. I want to commend our Criminal Investigation Division and our partnering law enforcement agencies for their dedication, professionalism, and relentless efforts that led to the safe recovery of this juvenile and the apprehension of the suspect," Vance County Sheriff Curtis Brame said. "Their commitment to protecting our community is truly appreciated."
Deputies said the child was not hurt and returned to their parents.
