FAYETTEVILLE, N.C. (WTVD) -- A driver in Cumberland County has been charged days after a 2-year-old was killed and a 4-year-old seriously hurt while they were playing in a toy car.

Deputies said 18-year-old Abinijah Lavon Lewis veered off Mena Drive in Fayetteville on Thursday, hitting the two children, who were in the toy and being pulled by their mother on the road shoulder.

The mother was also injured.

"It's rough," a neighbor, Victoria Lowe, told ABC11 on Thursday. "I came out and saw a grieving mom and dad holding their little kids. It shook me up pretty bad. The little kids used to come over my yard, play with my dog. So we're heartbroken in my house for sure."

Lewis is charged with misdemeanor death by vehicle.

He was also hurt in the crash and remains hospitalized. He is due in court on Aug. 12.
