A majority of Lumbee voters opposed the plan to build a casino, hotel and golf complex on tribal land off Interstate 95.
As of 10 p.m., 62%of voting-age members had voted against moving forward with the amendment.
Tribal Chairman John Lowery said he was proud of voter participation in the decision.
"We're just proud of everyone for coming out and voting and being part of the democratic process, being a part of this decision which allows you to decide how we move forward," Lowery said.
Ahead of the vote, some supporters argued the project would generate revenue for programs such as education, health care and housing, while also competing with potential casinos in neighboring South Carolina.
"And we're in a perfect location for it. Casinos, not just about gambling. You know, there is the entertainment business. The Lumbees have purchased land that's in a perfect location for entertainment right off 95, 240 acres. Cultural activities, a museum, a water park, a golf course. You know, it's going to be a lot more than a casino," said Wanda Burns-Ramsey, a Lumbee Tribe member.
Despite those arguments, voters ultimately rejected the proposal.
Lowery acknowledged disappointment with the outcome.
"Tonight, a majority of the Lumbee people have spoken, and they have said no to progress and have decided to stay with the status quo or simply staying with the way things are," he said.
He added that he respects the decision and will not revisit the issue during his remaining time in office.
"This decision by the majority of Lumbee voters is historic and ensures we will not move forward with gaming. I will honor the wishes of the majority, and I will not bring this issue forward again over the remaining 18 months of my tenure," Lowery said.
Supporters of the proposal said after the vote that they were surprised and disappointed by the result. The 240-acre property remains under tribal ownership and could still be used for other forms of economic development.
Tribal leaders are expected to determine the next steps following the outcome of the vote.
